UP Tacloban hosted Cancaba-talks, a Symposium on the State of Cancabato Bay

In observance of Earth Day UP Tacloban hosted Cancaba-talks, a symposium on the state of Cancabato Bay, on 22 April 2025 at the Multi-purpose Building. Guest speakers Dr. Justin See, a development studies scholar and University of Melbourne lecturer, and Dr. Leni Yap-Dejeto, a marine scientist and professor at UP Tacloban’s Division of Natural Sciences and Mathematics, led the interdisciplinary dialogue on balancing ecological preservation with development that benefits both communities and ecosystems.
Dr. See scrutinized the enduring yet maladaptive appeal of visible, hard infrastructure, such as the tide embankments and sea walls constructed along Cancabato Bay, which are the default climate resilience measures in the Philippines. This approach, he said, is often driven by political agenda. Dr. See advocates for an alternative approach that reimagines scale, impact, and identity—decentralizing authority, integrating indigenous knowledge, and fostering proactive community engagement. The climate crisis, after all, is “a crisis of the imagination,” said Dr. See.
Dr. Yap-Dejeto, on the other hand, presented a comprehensive inventory of Cancabato Bay’s marine ecosystems, including blue carbon ecosystems like mangroves and seagrasses, marine flora and fauna, and a diverse and abundant phytoplankton community. She pointed out that the causeway project and the resulting poor water circulation and pollution could trigger harmful algal blooms, or “red tide,” with potentially catastrophic consequences.
Cancaba-talks was spearheaded by a multidisciplinary committee composed of faculty members from UP Tacloban’s Division of Humanities, Division of Social Sciences, and Division of Natural Sciences and Mathematics.
