The UP<3ME Literacy Program is part of UP Tacloban’s public service initiatives to address learning poverty in Eastern Visayas. Learning poverty is defined by the World Bank as the inability to read and understand a simple text by age 10, which affects the ability to learn and develop skills needed to thrive in school, the workplace, and community life.
